BENNINGTON HISTORIC PRESERVATION COMMISSION Bennington Town Office Conference Room Wednesday, March 21, 2007 MINUTES MEMBERS PRESENT: Tordis Ilg Isselhardt, Laura Gresh, Vic Rolando, Anne Bugbee, Scott Murphy. ALSO PRESENT: Larry McLeod, Town of Bennington Facilities Manager, and Beth Antognioni. EXCUSED: Meg Campbell and John Dostal. 1. Minutes of February 28, 2007 Minutes were accepted as written. 2. DRB Town of Bennington-Town Office, 205 South Street - Windows Larry McLeod noted that every year the Town puts money aside for maintenance to the Town Office Building, this year they would like to replace four wooden windows in the back of the 1st floor with vinyl windows, these windows would be facing the non public side of the building. HPC had approved an identical window replacement request 5-6 years prior. HPC members agreed that the Town Office should set a standard by replacing the wooden windows with wood, not vinyl, Scott was opposed. By consensus, the commission agreed not to make a recommendation as Meg will meet with Larry to discuss the window replacement on Thursday. The HPC was hoping that there might be money from Preservation Trust to see if money was available to help out with the expense of replacing the windows. Action Item: Discussion will come back to HPC after Meg meets with Larry. Town of Bennington-Senior Center, 124 Pleasant Street - Vinyl Replacement Windows As the building has seen several renovations and has lost its integrity, the vinyl replacement windows application was approved as presented, unanimous. Larry also noted that he will be back in the future to discuss work that needs to be done on the front porch of the Town Office Building. 3. Community Meeting Updates - DRB - Tordis attended the meeting, the New "Allegro" sign at 520 Main Street, Geannelis Food Service Inc, was approved as presented. 4. Other Preservation Issues - Vic Rolando has decided not to seek reappointment to the HPC, he will, however, remain as a consultant to the HPC when needed. He will put his efforts into bringing back the BRPT. Anne Bugbee has also decided not to seek reappointment to the HPC. The HPC thanks Vic and Anne for their years of service and dedication to the HPC. Anne noted that she was surprised that HPC was not represented with the State Office move. Anne also wondered whether or not the Town was doing anything about the Antique Roads. Scott did say there was representation from Bennington. Action Item: Scott will find out who is representing Bennington on the Antique Roads and bring that back to the next HPC meeting. Some HPC members feel that HPC is not in the loop with projects in Bennington until after the fact. Scott suggested HPC meet with the Select Board to express their concerns.Action Item: Scott will set up time with the Select Board for HPC to meet with them. If available, Anne and Vic will also attend the meeting to act as supporting citizens. Laura Gresh excused herself from the HPC meeting as she sent in a bid for the 2007 CLG project. 5. 2007 CLG Grant Scott Murphy, Tordis Ilg Isselhardt, Anne Bugbee, Vic Rolando and minute taker Beth Antognioni were in attendance for the opening of the bids. HPC received two bids out of 41 that were sent out. Paula Sagerman from Wilmington, VT and Laura Gresh from Bennington, VT each submitted a bid. HPC chose Paula Sagerman as the winning bid. Paula has an extensive work resume including seven previous District expansions, but also submitted a flat fee within the allotted Grant award amount. Unanimous decision. Meg will look at the bids tomorrow as she was not in attendance. Once HPC has her input, the award letter will be sent out.
