BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, April 27, 2005 MINUTES MEMBERS PRESENT: Anne Bugbee, Tordis Ilg Isselhardt, Meg Campbell, Sharon Yorke, John Dostal, David Aldrich, and Bill Colvin. ALSO PRESENT: Vic Rolando and Jim Canavan 1. Minutes of April 13, 2005 Minutes of April 13, 2005 were approved as presented. Passed unanimously. 2. Jim Canavan Jim Canavan, Executive Director of Regional Affordable Housing Corporation met with HPC. No only does RAHC help low income people, but also moderate income people and work with tax credit projects. 3. DRB 223 Union Street - James Carey -(see memo below) To: Daniel W. Colvin, Development Director, Secretary, HPC Date: April 28, 2005 Re: 223 Union Street At it's April 27, 2005 meeting, the Bennington Historic Preservation Commission reviewed the request to re-side with vinyl the property at 223 Union Street. The HPC appreciates the need to address the deteriorating condition of the exterior of the property, but believes this can still be done using traditional materials. This building is listed in the "Bennington Sites and Structures Survey" as a contributing structure, built c. 1880. Page 48 of the January 2005 addendum to "Time and Place" offers guidelines for wall materials and surfaces. Listed as #1 under Not Appropriate is "Covering wall surfaces with metal or vinyl siding, or synthetic cladding which differs greatly from original materials". Given this clear guideline, and the age and contributing status of the building, the HPC cannot offer its approval of the request. The HPC would be happy to meet with the property owner to discuss this issue, or to facilitate a Design Assistance application. Thank you. 4. 2005 Historic Preservation Conference Campbell updated commission members with last minute details of the conference. 5.
