BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, January 26, 2005 - 3:00 p.m. MINUTES MEMBERS PRESENT: Anne Bugbee, Tordis Ilg Isselhardt, Meg Campbell, Sharon Yorke, and David Aldrich. 1. Minutes of December 29, 2004 Minutes of December 29, 2004 were approved as presented. Passed unanimously. 2. DRB - At its meeting of January 26, the Bennington Historic Preservation Commission reviewed two projects within the Downtown Bennington Design Review District that are scheduled to come before the Development Review Board on February 1, and February 15. The relevant motions pertaining to each project are outlined below. • Green Mountain Senior Living, LLC. - (640 Main Street) Because this is such a complex project in downtown Bennington, we would like to request an architect or project representative to be present at the next HPC meeting on February 9, 2005 at 3:00 p.m. to provide more information and to answer questions. Specifically, we would like more information and clarification regarding what elements of the addition are being retained, what portion of the addition is being removed and what portions are new material. We would also like to see a perspective view of the elevation or a model of the addition if one exists. Additionally, we would like more information about the colors planned for the new addition. HPC could not make a motion pertaining to the above mentioned project. • Lucky Dragon - Sign Permit - (460 Main Street) The HPC supports the "Lucky Dragon" sign proposal as presented. Passed unanimously. 3. 2004 CLG Project Michael Allen completed the amended portion of "Time and Place" which was distributed at the meeting. It was requested to add street names and make the boundary line thinner on the Historic Central Bennington Design Review District map, pg. 6. 4. Proposed 2005 CLG Project Bill Colvin and Meg Campbell have applied for an CLG Grant to offset the marketing of the 2005 Vermont Historic Preservation Conference. If awarded, the money will be used for the printing and mailing of the postcards announcing the conference. 5. 2005 Historic Preservation Conference Campbell reported that May 6th is the date of the 2005 Historic Preservation Conference, keynote speaker will be Bill McKibbin from Middlebury College. May 5th evening reception will be at SVC, May 6th morning address will be at the Old First Church and the evening reception will be at the Bennington Museum. 6. Other Preservation Issues Isselhardt reported that there is $65,000 grant money available from the State of Vermont Urban & Community Forestry Division, and up to $4,000 for tree planting on public property until March 21st - Antognioni will forward information onto Daniel W. Monks. Yorke distributed the "Natural, Scenic, and Historic Resources" portion of the "Town Plan" which the Planning Commission is updating.
