BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, August 25, 2004 - 3:00 p.m. MINUTES MEMBERS PRESENT: Vic Rolando, Tordis Ilg Isselhardt, John Dostal, Anne Bugbee, Meg Campbell, David Aldrich, Sharon Yorke, and Bill Colvin ALSO PRESENT: Michael Allen, CLG Consultant Laura Raskin, Bennington Banner Reporter 1. Minutes of August 4, 2004 2. Plaque Program Campbell will share the Downtown Property owner letter with Ted Corbett. Rolando moved, Dostal seconded the Minutes of August 4, 2004 be approved as amended. Unanimous. 2. CLG Project - Michael Allen, Bailliere Consulting Michael had reviewed the "Time & Place" document and found no direct conflicts with the zoning bylaws. HPC members discussed the notes Michael had distributed regarding the "Time & Place" document. Michael was able to scan the document with optical character recognition (making it very easy to make changes), however the images or photos need to be rescanned. HPC members should review the list that Michael prepared, make comments, prioritize them in order, and forward to Bill Colvin no later than September 1, 2004. 3. DRB No update to review. Discussion involved the HPC's request for DRB to reconsider and to hear testimony regarding the panels (Shutters) suggested by Tillerman. Campbell, Bugbee and Yorke will contact the Outwaters in hopes for a meeting to discuss alternative suggestions for the building. 4. Plaque Program Campbell spoke with Ted Corbett, BBC will be sending a letter to the Realtors in Town, similar to the one that Campbell has drafted. Erie Landmark will be updating the Plaque Program form, the price has gone up to $154. HPC members should bring any changes to the form to the September 15, 2004 HPC meeting. 5. At Risk Sites & Structures Colvin will draft a letter to Satterthwaite regarding the approved funding of assessment from the Vermont Preservation Trust. 6. 2005 Historic Preservation Conference A meeting will be set for September 17 as part of the planning process. Details to follow. 7. Other Preservation Issues Chris Cochran will be coming to Bennington to offer HPC CLG training, suggested date will be October 20, 2004, this will replace regular HPC meeting. The following training ideas were suggested: • New materials that are appropriate • New construction • Additions to historic buildings • Commission as an advisory body • Design in historic guidelines - who defines it? 210 South Street as an example.
