BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, July 14, 2004 - 3:00 p.m. MINUTES MEMBERS PRESENT: Meg Campbell, Vic Rolando, David Aldrich, John Dostal, Tordis Ilg Isselhardt, Sharon Yorke, Anne Bugbee, and Bill Colvin. ALSO PRESENT: Laura Raskin, (Reporter) 1. Minutes of June 30, 2004 Bugbee moved and Yorke seconded that Minutes of June 30, 2004 be approved as presented. Unanimous. 2. Plaque Program • Owners names were updated on the Plaque Program list. • Previous solicitation letter to Owners was distributed at the meeting, Isselhardt, Yorke and Campbell will work on drafting a new solicitation letter to be distributed to Owners. • Bugbee will work on filling in the "Blanks" of the Plaque text. 3. DRB Update - At its meeting of July 14th, the Bennington HPC reviewed the signage and building renovation proposals submitted by Tillerman Inc, and pertaining to its recently acquired property at 198 North Street. Following a review of proposals and discussion with Jayne Outwater of Tillerman Inc, three motions were made: 1. Bugbee moved, that "the sign proposed for Knapp's Pets and Hobbies be approved, as presented." Seconded by Dostal. Passed 8-0. 2. Campbell moved that "the HPC finds the proposed installation of decorative shutters to be inappropriate as noted in "Time and Place" (p. 45 and p. 91)." A historic photograph of the building was distributed. The photograph documents that shutters have never been installed on the building. Seconded by Yorke. Passed 8-0. 3. Campbell moved that "the HPC finds the proposed installation of horizontal clapboard siding on the storefront is not appropriate as noted in "Time and Place" (p. 63)." It was suggested that a more appropriate treatment of the storefront be proposed, such as "retaining and repairing the historic storefront" (p. 63) or "removing inappropriate later coverings to expose historic storefront features" (p. 63). It was also noted that horizontal siding is more indicative of residential dwellings than commercial structures. The motion was seconded by Isselhardt. Passed 8-0. 4. CLG Project- Isselhardt, Colvin, and Campbell met, reviewed, and scored the RFP. Michael Allen of Bailliere Consulting was selected as the consultant. Allen will be in attendance at the July 28, 2004 meeting for discussion on what the HPC hopes to accomplish. Commission members should think about a subcommittee, no more than 4 people to work closely with Allen. A copy of the proposal will be sent to all Commission members. 5. At Risk Sites & Structures VanNostrand House Campbell sent a letter to Mike Spear regarding the VanNostrand House Property with recommendations from HPC. Campbell is gathering information on using the barn as an education tool and will provide the info to the Bennington Museum. 6. 2005 Historic Preservation Conference • Bugbee will collect and identify all walking tours that are in town. • Campbell with draft an overall schedule for the Conference for discussion at the next HPC meeting.
