BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, June 30, 2004 - 3:00 p.m. MINUTES MEMBERS PRESENT: Meg Campbell, Vic Rolando, David Aldrich, John Dostal, Tordis Ilg Isselhardt, Sharon Yorke, Anne Bugbee, and Bill Colvin. 1. Minutes of June 9, 2004 Bugbee moved and Isselhardt seconded that Minutes of June 9, 2004 be approved as presented. Unanimous. 2. DRB Update - At its meeting of June 30, 2004, the Bennington Historic Preservation Commission reviewed the Bennington School District proposal to install replacement windows in the west facade of the Catamount Elementary School. The HPC recognizes that the proposed aluminum-clad replacement windows are not consistent with either the Secretary of the Interior's Standards for Historic Preservation, or the recommendations for windows in "Time and Place" (p.45). However, given that the BSD is a publicly-funded entity with a limited budget for repair and maintenance of facilities, and realizing that lack of maintenance of historic structures hastens their deterioration, the HPC approved the proposal with the following recommendations: 1. The replacement windows should be in the same sash and pane configuration as the existing windows. 2. The color of the replacement windows should be the same, or as close as possible to the existing windows. This motion passed unanimously. 3. VanNostrand House Campbell wrote the attached letter which highlights the discussion of the meeting and the actions taken. (Attachment) 4. Plaque Program • Colvin and Antognioni will go over list of Owners on the Plaque Program and make any necessary changes of ownership to the list. • Next meeting HPC members will work on a letter to send out to owners on the list. • Bugbee will work on filling in the "Blanks" of the Plaque Text 5. CLG Project Isselhardt, Campbell, and Colvin will score the CLG Program RFP next week and will update Commissioners at the next HPC Meeting. 5. Other Preservation Issues It was suggested that the Design Assistance Program be added as an item to the 2005 Historic Preservation Conference in Bennington. It was noted, in the future, we should place the 2005 Historic Preservation Conference on each HPC Agenda. Upcoming Meeting July 14, 2004 & July 28, 2004 Respectfully Submitted William B.
