BENNINGTON HISTORIC PRESERVATION COMMISSION Assessors Office Wednesday, March 10, 2004 - 3:00 p.m. MINUTES MEMBERS PRESENT: Anne Bugbee, David Aldrich, Sharon Yorke, Meg Campbell, and Hugh Baker MEMBERS EXCUSED: Tordis Ilg Isselhardt, John Dostal, and William B. Colvin MEMBERS ABSENT: Vic Rolando ALSO PRESENT: Tom Quinn Yorke called the meeting to order at 3:05 p.m. 1. Minutes of February 11, 2004 Bugbee moved, Aldrich seconded Minutes of February 11, 2004 be approved as presented. Unanimous. 2. DRB - 210 South Street Building Renovations Tom Quinn (development consultant working for Jack Appleman owner of 210 South Street) joined HPC to discuss proposed building renovations to 210 South Street. (Project Description attached for members not in attendance). Aldrich moved and Baker seconded that "the HPC support the "210 South Street" building renovations as presented." Campbell expressed concern with the addition of the glass curtain wall system creating a second floor over the area previously utilized as a boiler room. Of particular note is the wide expanse of glass on two facades which seems to conflict with the regular window openings throughout the building and disrupt the overall glass-to-brick ratio. See pages 58 and 59 of Time & Place in Bennington for stated guidelines on appropriate additions to historic buildings. 3. Time & Place - Suggestions for consultant scope-of-work Campbell suggested that HPC members read through Time & Place in Bennington and come up with a specific list of what needs to be updated. Please have list either typed or hand written for discussion at next meeting. Basis of Scope of Work should be on next agenda. 4. HPC Priorities Matrix HPC members reviewed the three HPC Priorities Matrices. This will be an ongoing agenda item. 5. At Risk Sites and Structures Yorke and Rolando have been working on the format. Some discussion about some specific steps to be taken were suggested. This discussion will be taken up at another meeting with more time being allowed, perhaps an entire meeting. 6. Other Preservation Issues Yorke noted the Planning Commission is looking at extending the Design Review District. The next Planning Commission meeting is scheduled for March 17, 2004, 7:00 p.m. at the Fire House facility with the following agenda item - Planned Commercial District Design Standards. HPC Job descriptions should be included on next Agenda. Bugbee mentioned the upcoming meetings co-sponsored by the Bennington Historical Society. Calendar attached.
