BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, January 14, 2004 - 3:00 p.m. MINUTES MEMBERS PRESENT: David Aldrich, Hugh Baker, Meg Campbell, Tordis Ilg Isselhardt, Anne Bugbee, Victor Rolando, John Dostal, Sharon Yorke, and William B. Colvin. Campbell called the meeting to order at 3:03 p.m. 1. Minutes Rolando moved, Bugbee seconded the Minutes of December 10, 2003 be approved as presented. Unanimous. 2. DRB-no projects 3. At Risk Sites & Structures Isselhardt noted there was an article in the Bennington Banner on December 20, 2003 regarding the Methodist Church. Colvin asked about the status of the introduction to the At-Risk Sites and Structures binder, Rolando will have it available for distribution at the next meeting. Yorke asked Bugbee if she could write a list of buildings of which we have history on, including street addresses "At Risk Sites and Structures Survey" is an ongoing list of historic properties deteriorating or otherwise threatened. 4. HPC Priorities Matrix At the previous meeting on December 10, 2003, it was suggested to add: Review and update Sites and Structures Survey. Additional Suggestions: -Expand on "Sites and Structures Survey" -Recognition Program (Educational) -Group subcategories of education together -Blend in new/additional information on properties within survey-Campbell noted Rockingham is working on this, and wait and see what comes of it. -Next step - What do we want to achieve with this type of program? Colvin will update the Matrix and work on a new Timeline including start dates and completion dates. 5. Other Preservation Issues Isselhardt noted Anne Bugbee was recognized as the Volunteer of the Quarter for Catamount Access Television Corporation. Article is attached. Reminder-Vermont Smart Growth Collaborative and the Bennington County Regional Commission have organized a public forum for this evening from 7 to 9 p.m. at the Firehouse in Bennington to discuss the impacts of Big Box retailers. Colvin noted that the 2004 CLG Application was successful. The Downtown Preservation meeting will be May 21, 2004 in Bellows Falls. Bugbee and Isselhardt attended a meeting with the BBC Task Force in the morning. The discussion included questions on the Plaque Program: -Publicizing the Plaques -Tying the Plaque Program in with the Downtown Assistance Program -How they fit in the general downtown? -Highlight certain buildings or areas -One or more inventories of existence regarding historic markers Isselhardt will invite Ted Corbett of BBC to the next HPC meeting to discuss joint project opportunities.
