BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, August 27, 2003 - 3:00 p.m. MINUTES MEMBERS PRESENT: David Aldrich, Hugh Baker, Victor Rolando, John Dostal, Meg Campbell, Sharon Yorke, and William B. Colvin. MEMBERS EXCUSED: Tordis Ilg Isselhardt, and Anne Bugbee Guests Present: Ian Romboletti, Bennington Banner Yorke called the meeting to order at 3:06 p.m. 1. Minutes -Minutes of the previous meeting should have been dated August 13, 2003 not July 13, 2003. -Under Minutes for today's Agenda, the date should have read: Minutes of August 13, 2003, not July 13, 2003. -Hugh Baker's name was omitted from the list of members present at the meeting of August 13, 2003. -Rolando moved, Dostal seconded the Minutes of August 13, 2003 be approved as amended. 2. At-Risk Sites & Structure Survey HPC members shared with Romboletti that the "At-Risk Sites & Structures" is an ongoing Agenda item where commission members discuss sites and structures they feel are at risk. Yorke also shared the "At-Risk Form" and discussed the use with Romboletti. Colvin noted that Rolando has been working with Isselhardt on a list of suggested items to be included in "Volume 8" of the "Sites and Structures Survey" . Rolando noted the following: He and Isselhardt had worked on an Introduction(history of form) along with Filling in the Form. Working on this process and further discussion during todays meeting, it was suggested that there should be the following included on the form. • Sites and Structure Reference number (if applicable). • Form completed by . • As of Date . • Commission members agreed to file the forms in reverse chronological order, alphabetical by Street. 3. DRB Update No update. Colvin noted the communication tower behind the Blacksmith Shop is beginning to deteriorate and will be dismantled. The new tower will be located at the Police station at the northeast portion of the property. Yorke noted the updated Zoning Bylaw will be placed on the internet. 4. HPC Reorganization -Aldrich noted he would like to step down as the Vice Chair. -Yorke noted she would also like to step down as the Chair. -Yorke recommended Campbell for the Chair position, Campbell will come back to the commission on September 10 with her decision. -Yorke also recommended Rolando for the Vice Chair position, Rolando declined. -New appointments will be discussed at the September 10, 2003 meeting. 5. Other Preservation Issues Campbell contacted Chris Cochran regarding the Division's position on masonry board as a siding material. Please find e-mail attached. Colvin noted that the Phase II Archeological study had been completed as of today regarding the Hampton Inn. Hampton Inn hopes to begin digging this fall.
