BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, July 13, 2003 - 3:00 p.m. MINUTES MEMBERS PRESENT: David Aldrich, Victor Rolando, Tordis Ilg Isselhardt, John Dostal, and William B. Colvin. MEMBERS EXCUSED: Sharon Yorke, Anne Bugbee, and Meg Campbell Guests Present: Arthur Haytko 1. Minutes -Isselhardt moved, Dostal seconded the Minutes of July 9, 2003 be approved as presented. Unanimous. 2. DRB Update Arthur Haytko-Adam's Lock & Security, 497 Main Street -Arthur Haytko presented his proposal for the installation of an overhead door at the rear side of the Silver Street portion of the building. -The HPC noted that p. 43 of "Time and Place" lists as Not Appropriate, "Changing the size of existing doors or entrance openings." -Given the fact that the section of the building is not original and has been altered previously, the HPC is not opposed to the proposal. The HPC approved, as presented, the proposal of the installation of an overhead door for Adam's Lock & Security at 497 Main Street. 3. HPC Reorganization -Colvin noted that Yorke requested to postpone the reorganization discussion until August 27, 2003 when she will be in attendance. 4. Neighborhood Survey-Follow-up discussion -Numerous issues regarding the Neighborhood Survey were discussed. -Isselhardt noted: -One of the biggest concerns was that it seemed to be a boiler plate report with verbiage picked up from other publications. -There was no discussion of historical evolution of neighborhoods. -Inconsistent application of methodology. -No mention of 1800 houses or Colonial Revival in Old Bennington. -How were neighborhood names determined? -Next time a CLG comes up - look at how it can be used. -Dostal noted to look at the Study for what it is. -Colvin's comments: -What was the Commission's intent at the starting point? 5. At Risk Sites and Structures Survey -At the July 9, 2003 meeting Rolando presented a list of suggested items to be included in Volume 8 of the "At-Risk Sites and Structures Survey". Commission members gave Rolando the go ahead to start the indexing. Rolando and Isselhardt will move forward and bring something back to Commission members in October or November. 6. Other Preservation Issues -Isselhardt noted she had brought back a scoring key from the Historic Preservation Conference the way that scoring an application for awards is done. -Rolando noted Emily Wadhams is retiring from Division and will be a private consultant.
