BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room Wednesday, July 9, 2003 - 3:00 p.m. MINUTES MEMBERS PRESENT: David Aldrich, Anne Bugbee, Victor Rolando, Meg Campbell, Sharon Yorke, Tordis Ilg Isselhardt, John Dostal, and William B. Colvin.MEMBERS EXCUSED: MEMBERS ABSENT: Hugh Baker 1. Minutes Other Preservation Issues - Graffagninio should be spelled Graffagnino. -Isselhardt moved, Campbell seconded the Minutes of July 9, 2003 be approved, as amended. Unanimous. 2. DRB Update • New Garage Residential Construction - 5 Hamlin Avenue -Meets Zoning criteria. -The HPC noted that p. 71 of "Time and Place" lists as Appropriate, "Using similar wall materials and paint colors." -The HPC recommends the wall material of the garage be compatible to the house material with wood shingle siding. Bugbee moved, Dostal seconded the recommendation. Unanimous. -In the future, if Colvin receives DRB updates ahead of the HPC packet being mailed, he will e-mail commission members with information. 3. At Risk Sites & Structures Forms -Rolando distributed a list of suggested items/purpose to be included in Volume 8 of the "At-Risk Sites and Structures Survey". Members will review the list and bring back comments to the next HPC Meeting. -Campbell received an e-mail from Suzanne Brown regarding the Stone Church in North Bennington. The ownership of the church is still unclear. -Colvin noted the Town of Bennington Assessors office had been at the Bradford House for an assessment and the owner's would like to work on preserving the property and selling it only as a single family unit. Other Preservation Issues -Colvin distributed the Neighborhood Assessment Project report completed by Brian Knight to Commission members for their review. The report meets the scope of work very clearly. Commission members should review and bring comments to the next meeting. -Rolando is working on an index to update "Time and Place" . Bugbee will keep a list of the edits to be included in the updated version of "Time and Place". -Campbell will draft "preservation guidelines" for residents, focusing on vinyl siding. -Yorke noted there was signage available for Route 279/North Bennington: HPC recommended "Park McCullough House" as the signage.
