BENNINGTON HISTORIC PRESERVATION COMMISSION Town Office Conference Room WEDNESDAY, May 14, 2003 - 3:00 p.m. MINUTES MEMBERS PRESENT: Sharon Yorke, Victor Rolando, Tordis Isselhardt, William B. Colvin, John Dostal (arrived 3:06 p.m.), David Aldrich (arrived 3:07 p.m.), and Anne Bugbee (arrived 3:09 p.m.) MEMBERS EXCUSED: Meg Campbell and Hugh Baker Also Present: Barth VanderEls, Bob Farley, Phil Verrick, Joe Hall and Beth Antognioni Yorke called the meeting to order at 3:00 p.m. 1. DRB • Window Replacement/Bennington Free Library Barth VanderEls and Bob Farley presented a new window design that would replace 18 -2nd story windows on the Main Street side of the Library. The windows presented are TrimLine aluminum clad wood replacement windows. These windows have insulating qualities, low maintenance, double glazing with inserts, and energy efficient. The replacement windows will be 12 over 12. Bob Farley stated that when working in other Towns within the historic districts, he can't reuse historic glass if the project is a substantial restoration project, they have to use energy efficient windows. The HPC supports the windows that were presented. Isselhardt moved and Dostal seconded. Passed unanimously. • Krawczyk, Evan's News - Sign Proposal and Renovations (434 Main Street) HPC noted that there is no direct reference in "Time and Place" with regard to the proposal to relocate the door closer to the street. Therefore, the HPC remains moot on this portion of the project. The HPC supports the new sign as presented. Dostal motioned and Bugbee seconded. Passed unanimously. 2. Minutes The minutes of April 30, 2003 should be amended, as follows: 5. Bradford Mill Complex - Isselhardt suggested contacting other CLG's on how they deal with issues when structures of high significance in the town's history are at risk because of low property owner priority and/or ability. Bugbee moved and Dostal seconded that the Minutes of April 30, 2003 be approved as amended. Passed. 3. Neighborhoods Assessment RFP HPC received two proposals to provide consulting services for Bennington's Neighborhood Assessment Project which were Paula Sagerman and Brian Knight. Both responses were completely responsive to the scope and task outlined in the RFP. Knight proposed a July completion date and his fee was slightly lower than Sagerman's. Aldrich motioned and Bugbee seconded that HPC offer the Project to Brian Knight. Passed unanimously. 4. At Risk Sites & Structures Forms Meg Campbell had contacted Sue Jamelle regarding the Bradford Mill Complex and making it a designated NR District. Bugbee and Yorke will start with the Bradford Mill and obtain ownership information and then move forward. 5. Other Preservation Issues Yorke noted that the revised draft of the "Zoning Bylaw" will include an ordinance for demolition; the Planning Commission will have one last meeting to finalize the draft of the "Zoning Bylaw" before it goes to the Select Board and then to the public. Yorke will e-mail Commission members with some discussion ideas for the Historic Preservation Conference HPC attendees. Dostal noted that the opening for the Covered Bridge Museum is June 14, 2003.
