BENNINGTON HISTORIC PRESERVATION COMMISSION TOWN OFFICE, 205 SOUTH STREET, BENNINGTON, VT WEDNESDAY, October 10, 2001 - 3:00 p.m. MINUTES MEMBERS PRESENT: John Dostal, Sharon Yorke, Tordis Ilg Isselhardt, Victor Rolando, Anne Bugbee, William Colvin and David Aldrich Also Present: Beth Antognioni, Mike McDonough, Larry McLeod MEMBERS EXCUSED: Nicolle Woodward and Hugh Baker Chair Sharon Yorke called the meeting to order at 3:07 p.m. 1. Minutes Rolando moved and Dostal seconded that the Minutes of September 12, 2001 be approved. Isselhardt noted that Steve Miller has moved to Morristown, NJ to become the Director of the Morristown Museum. Minutes were approved unanimously as amended. 2. DRB Update Bennington Town Office Addition McLeod presented a site plan along with pictures for a 10' x 12' addition to provide additional office space to the Bennington Town Office. Six over one clear windows would remain the same along with paint, cedar siding and roof type, they would all match the new part of the addition that was done in ‘95. Rolando wondered when the excavation would be done and if he could be contacted, McLeod will notify Rolando when they have an excavation date. Vic motioned to approve the addition, Isselhardt seconded, approval of the addition was unanimous, the members also commended McLeod on his presentation. 210 South Street Development McDonough presented a site plan along with pictures of 210 South Street. Winning Image Fitness Center will be the 1st tenant at 210 South Street. Focus of discussion involved the initial steps towards the development of 210 South Street Phase 1. • Cleaning out and cleaning of the parking area on Union Street • Power washing the outside of building, repainting existing trim, window sash and fresh coat of paint inside (no final decision on trim color, McDonough will bring final color to HPC on 10/31/01) the thought is to tone down the white. • Resurrect old loading dock on Hillside Street as principal entrance, will also make it handicap accessible and tenant ready. Colvin noted to offer comments to McDonough with what was presented above. McDonough also noted the project involved getting the building up to code with a new sprinkler system, this is being worked on concurrent with this project. McDonough's goal is to go away with HPC being open to the concept which was presented, everyone was comfortable with what was presented for Phase 1. McDonough will come back on 10/31/01 with updated information after attending the DRB for the preliminary hearing. 704 East Main Street Application - Roxie Andrews Colvin shared the 704 East Main Street application package. The following items were agreed upon by the members regarding this package: • Application package is incomplete. • Non-contributing structure - move building towards Historic Preservation modification-toward original look as opposed to away from. • Color chosen for metal and use of vinyl not appropriate. • Difficult to see changes through alterations. Colvin will send a memo to Dan Monks, Planning Director, with comments above. 3. Downtown Conference Yorke was unable to attend. 4. Other Issues Cora B. Whitney Colvin noted that he had received a letter from Sue Jamele of Vermont Division of Historic Preservation. Division has approved the Cora B. Whitney National Register nomination and has been sent to National Parks Service. Colvin will be notified when the acknowledgment is final. Depot Street Enhancement Project Colvin noted the Town is intending to develop a grant application for the Depot Street Enhancement project, which would involve the following: • beautification from Depot Street to Main Street • brick ribbons, sidewalks on east side of Aubuchon Hardware • curbing of access management • new historic-style lighting Isselhardt motioned to offer a letter of support, Rolando seconded the motion, Colvin and Yorke will write a letter of support. 210 South Street Project Colvin is preparing a Downtown Reinvestment Grant application for 210 South Street and would like a letter of support from HPC to benefit the project mentioned below: • Code work and compliance, interior and accessibility work, final elements of entrance on east side of Hillside Street along with handicap accessibility. • Project will be over $100,000, grant request will be for maximum $75,000. Colvin noted the application deadline is November 5th. John Austin and McDonough are doing the scope of the work and will provide it to Colvin by next Tuesday for the application. Bugbee motioned to offer a letter of support, Isselhardt seconded the motion, Colvin and Yorke will write a letter of support. • Isselhardt questioned whether or not the Fish Hatchery was on the National Register, it is, and Colvin will notify Fish & Wildlife to add this fact to their brochures. • Isselhardt noted that Brutal Temptation on North Street has a lot of window coverage, and questioned if they have exceeded original request, Colvin will follow up on this. • Isselhardt noted it would be nice to have a Historic text and a picture file to include in the Sites and Structure Survey and that in the future we should have a parallel file with what had been done in the past. • Isselhardt attended the CLG Conference and shared the info with Yorke, the Conference was well attended. • Isselhardt hosted and chauffeured a Geologist which brought up the question, where is the geology survey for Bennington, do we have one? • Aldrich noted that a bridged owned by the • Dostal noted that he had received the "Vermont Business Magazine" and the Park McCullough House, the Monument and the Museum were not mentioned.
