DEVELOPMENT REVIEW BOARD October 7, 2008 7:00 PM BENNINGTON FIRE FACILITY 126 RIVER STREET, BENNINGTON, VT MINUTES BOARD MEMBERS PRESENT: Charles Copp, Chair; Barry Hörst, Vice Chair; Ron Alderman, Bill Barney, Ryan Morse, Al Ray, Dan Malmborg, and Milt Surdam. NOT PRESENT: Michael von Ouhl OTHERS PRESENT: Dan Monks, Zoning Administrator; and Robyn Baker, Recording Secretary. Copp called the meeting to order at 7:00 PM. 1. Minutes of September 2, 2008. Alderman moved and Ray seconded approval of the minutes of September 2, 2008 as presented. The motion carried. Hörst abstained as he was not present. 2. Interested Persons - Appeal Rights - Reading of witness' oath Monks read the oath. 3. Disclosure of Ex parte Communications and Conflicts of Interest 4. Alternates - Voting Assignments Surdam voted on the Casella matter. 5. Casella Waste Management, Inc. and Town of Bennington, 906 Houghton Lane, the applicants are seeking development plan approval for a new transfer station building off of Houghton Lane. John Gay, Civil Engineer for Casella and Randy Dapron, Regional Marketing Manager presented the project. They are proposing to reconstruct the existing facility. It has both concrete and structural steel issues. There are no proposed changes to the use. They have decided to simply correct the structural issues and put new siding on the building. Alderman asked and the applicant note that the building was constructed in the late 1980s. The changes will include an independent, reinforced, concrete push-wall. The town owns the building. Ray asked if they would completely demolish this building, and the applicant explained that they will not. The roof is still good. They will take the siding down and any damaged columns will be repaired one at a time. They are proposing to augment the foundation to accommodate the existing columns. It appears that the original foundation was constructed prior to the steel building. Barney asked how they will handle the waste while they are rehabbing the building. The applicant explained that they will tip on one half of the building, or the pit. Casella packers will go elsewhere in the interim, local traffic will continue to use this facility. Residential waste can also go into bins. Casella has a long term lease on the building through 2021. Copp asked and the applicant explained that UST is underground steel tank; AST is above ground steel tank. Ray asked and the applicant explained that the hours of operation will remain the same. Copp asked and the applicant explained that they would leave the existing roof. It will remain the existing color. Alderman moved to grant preliminary approval. Ray seconded. The motion passed unanimously. 9. Other Business As there was no further business, Hörst moved to adjourn. Barney seconded. The motion passed unanimously. The meeting was adjourned at 7:18 PM.
