DEVELOPMENT REVIEW BOARD June 5, 2007 7:00 PM BENNINGTON FIRE FACILITY 126 RIVER STREET MINUTES BOARD MEMBERS PRESENT: Charles Copp, Chair; Barry Hörst, Vice Chair; Bill Barney; Michael von Ouhl, Ron Alderman and Al Ray. NOT PRESENT: Richard Owens. ALTERNATE BOARD MEMBER NOT PRESENT: Gene Rowley. OTHERS PRESENT: Carmen Campbell-Tyler, James Secor, Kristin and Louis Propp, Ed Holden, Dan Monks, Zoning Administrator; and Robyn Baker, Recording Secretary. Copp called the meeting to order at 7:00 PM. 1. Minutes of May 15, 2007. Ray moved and Von Ouhl seconded approval of the minutes of May 15, 2007 as presented. The motion passed unanimously. 2. Interested Persons - Appeal Rights - Reading of witness' oath Monks read the appeal rights and witness oath. 3. Disclosure of Ex parte Communications and Conflicts of Interest None. 4. Alternates - Voting Assignments The six full time Board members who were present were voting. 5. Paul Scott, 843 Harrington Road, the applicant is seeking final approval of a two lot subdivision at the above location. Monks reported that the ARP reviewed the matter and recommends approval. Von Ouhl moved approval as requested. Ray seconded. The motion passed unanimously. 6. Fillmore Farms, LLC, Mount Anthony Road, the applicant is seeking final approval of a two lot subdivision at the above location. Monks reported that the ARP reviewed the matter and recommends approval. Hörst noted that this is surrounded by Vermont Land Trust property. Alderman moved approval as requested. Von Ouhl seconded. The motion passed unanimously. 7. MacDonald Secor Realty, Inc., 150 Depot Street (Bennington Station), the applicant is seeking development plan and design plan approval to enclose the existing platform at the Bennington Station and to construct two additions to the platform. Monks reported that the ARP and HPC have both reviewed the matter and the HPC recommends approval. The ARP recommended full Board review. Secor explained that this is a historically sensitive site. The tenant is doing a great job with the Bennington Station. Seating capacity is licensed for 175, but is really around 125. This is a small addition for seating and another for mechanical systems and bathroom. They received very good input from the Historic Preservation. They will be relocating some trees and plantings. The new entrance is off the municipal parking area with a canopy cover. Secor reported that BMA Architects have done a good job. Hörst asked how many additional seating and Secor explained there would be 125-150 additional seats. They are also hoping for an outside patio area in the future. Copp recommended enclosing the dumpster, and Secor agreed that they would gate the dumpster. Campbell-Tyler explained that this project wrapped around the column. There are sweeping overhangs. The stone base will match the existing stone. They will be keeping the feel of the train station platform. Alderman asked and Monks explained that they met three times with HPC and have received final approval. Barney asked about building colors, and Secor explained that there will be a stone façade, and standing seam roof of the same color scheme. Barney asked about parking, all requirements have been met. Hörst moved approval as presented. Ray seconded. The motion passed unanimously. 8. Regional Affordable Housing Corporation, 302 South Street, the applicant is seeking a continuance. Von Ouhl moved to grant the continuance as requested. Hörst seconded. The motion passed unanimously. 9. Other Business As there was no other business, Alderman moved to adjourn at 7:13.
