ALTERNATE BOARD MEMBERS PRESENT: Eugene Rowley OTHERS PRESENT: Dan Monks-Planning Administrator and Jim Secor 1. MINUTES OF SEPTEMBER 5, 2006: Bill Barney moved and Albert Ray seconded approval for the Minutes of September 5, 2006 with the following change: Add Ron Alderman to "Board Members Present" The motion carried unanimously with Eugene Rowley abstaining. 2. INTERESTED PERSONS - APPEAL RIGHTS- READING OF WITNESS OATH Dan Monks read. 3. DISCLOSURE OF EX PARTE COMMUNICATIONS AND CONFLICTS OF INTEREST None. 4. ALTERNATE VOTING ASSIGNMENTS All members voting. 5. MARK AND ALICIA HOURAN, 307 PLEASANT STREET The applicants are seeking design approval for changes to the exterior of their house. Barry Horst stated that the siding would be vinyl with wood trim and soffets. Barry also stated that the Application Review Panel recommends approval. Ron Alderman moved and Richard Owens seconded approval for Mark and Alicia Houran, 307 Pleasant Street, seeking design approval for changes to the exterior of their house. The motion carried unanimously. 6. APPLEJACK INDUSTRIAL LLC, HASKINS GAS SERVICE, 141 MORSE ROAD The applicant is seeking development plan approval for a petroleum (propane) bulk storage facility at the former Miller Structure property. Jim Secor stated the applicant will be using approximately one acre of land for two 30,000 gallon bulk storage tanks. There will also be on-site storage for smaller tanks, vehicle parking and a dumpster. Mr. Secor also addressed landscaping, curb cuts, and elevations. The Fire Safety Analysis has also been submitted to the State for final approval. Richard Owens moved and Eugene Rowley seconded preliminary approval for Applejack Industrial LLC, Haskins Gas Service, 141 Morse Road, seeking development plan approval for a petroleum (propane) bulk storage facility at the former Miller Structure property. The motion carried unanimously. 7. OTHER BUSINESS No other business At 7:15 p.m. Richard Owens moved and Ron Alderman seconded to adjourn the meeting. The motion carried unanimously.
