ALTERNATE BOARD MEMBERS PRESENT: Richard Owens and Eugene Rowley. OTHERS PRESENT: Dan Monks-Planning Administrator; William Wright; Mark Beatty; Jim Frechette; Christopher Baudo; Peter Helmatag; and Recording Secretary, Christa LeBlanc 1. MINUTES OF APRIL 18, 2006: Eugene Rowley moved and Michael vonOuhl seconded to approve the Minutes of April 18, 2006 with the following change: Add to Other Business - Eugene Rowley moved and Michael vonOuhl seconded to continue with the same Board members for the Application Review Panel. The motion carried unanimously. 2. INTERESTED PERSONS - APPEAL RIGHTS & READING OF WITNESS OATH Dan Monks read the Appeal rights and Witness Oath. 3. DISCLOSURE OF EX PARTE COMMUNICATIONS AND CONFLICTS OF INTEREST None. 4. ALTERNATE VOTING ASSIGNMENTS All members voting. 5. CARL CAPELLA, STOCKLEE LANE Sketch plan review of 100 dwelling unit Planned Residential Development. Peter Helmatag gave a brief overview of the wetlands and right of ways. Christopher Baudo stated the 27 acres will be wooded and flat. The concept was to come up with Residential Development. The proposed housing unit will be private, will maintain the existing trees, and add a man made pond with a bridge, a promenade area and gazebo. Each housing unit will have their own style. There will also be affordable housing in the project which will blend in with the others. This project will have a village atmosphere. The Board expressed their concerns regarding ingress/egress, pedestrian sidewalks, water, sewer, construction phases, the pond, if the roads would be set up as private or town and if the units would be purchased or rented. William Wright expressed his concerns regarding a housing development being built in his front yard. He would like to request a 100' natural barrier to help secure his privacy. Mr. Wright asked the Board to consider his privacy and to investigate the wetland issues. Mark Beatty, an abutting neighbor stated he is not opposing the project but is concerned with the natural buffer around his property. Mr. Beatty would recommend that a fence be installed to keep residents from this community off his property. Jim Frechette stated that he supports this project and feels it is a nice addition to the area. Barry Horst moved and Michael vonOuhl seconded approval to recess the meeting and continue at the June 6, 2006 meeting. The motion carried unanimously. 6. OTHER BUSINESS No other business. At 8:10 p.m. Barry Horst moved and Eugene Rowley seconded to adjourn the meeting and go into open Deliberative Session to discuss Carl Capella, Stocklee Lane, sketch plan review of 100 dwelling unit Planned Residential Development . The motion carried unanimously.
