ALTERNATE BOARD MEMBERS PRESENT: None. OTHERS PRESENT: Dan Monks-Planning Director; Dennis Krawczyk; Thomas Williams; Ann Bugbee; Jeff Gauthier; Brian Billert; Brenda Lett and Nancy Lively-Secretary. At 7:00 PM, Michael Brady called the meeting to order. 1. MINUTES OF JUNE 7, 2005 Bob Burgess moved and Barry Horst seconded to approve the Minutes of June 7, 2005 as submitted. The motion carried unanimously. 2. READING OF THE WITNESS OATH: Dan Monks read the Witness Oath. 3. DISCLOSURE OF EX PARTE COMMUNICATIONS AND CONFLICTS OF INTEREST: None. 4. ALTERNATES - VOTING ASSIGNMENTS: All voting. 5. CARE NEW PREGNANCY CENTER, 109 SILVER STREET The Care Net Pregnancy Center is seeking design plan approval to side their property with vinyl siding. There would be no wood except for the existing porch, the windows will remain the same size (the existing windows are not the original ones per Thomas Williams), and the paint is "coming off in sheets". Most of the surrounding houses are clapboard with vinyl siding on several other buildings on Silver Street. Ann Bugbee, on behalf of the Historic Preservation Commission, stated that this building was built around 1875 with much of the original material still present and recommended that Mr. Williams seek assistance for a building maintenance plan in lieu of the vinyl siding. Barry Horst moved and it was seconded to continue the hearing to allow the Care Net Pregnancy Center time to see if the Architectural Design Assistance Program can be of any help concerning the maintenance of 109 Silver Street. Mr. Alderman reminded the Board that their decision cannot be financially driven. The motion carried unanimously. 6. TOWN OF BENNINGTON, 130 RIVER STREET The Application Review Panel had no problems with the development plan for a 24'x48' storage building on the grounds of the Bennington Fire Facility and recommended approval. Brian Billert and Jeff Gauthier explained their plan in detail to the Board stating that the building would be on a concrete slab with three rows of blocks, enclosed by a privacy slatted chain linked fence, vinyl siding, metal truss roof and new electric motion lighting. Brenda Lett, a Lincoln Street neighbor, was concerned about the light that may be shining into her house, and she was assured that the new lights will shine directly down and not be a problem to any of the neighbors. Mr. Monks will discuss this further with her after meeting with the Town Manager. Barry Horst moved and Bob Burgess seconded to approve the Town of Bennington, 130 River Street development plan for a 24'x48' building as presented. The motion carried unanimously. 7. OTHER BUSINESS None. At 7:32 P.M., Michael vonOuhl moved and Eugene Rowley seconded to go into Deliberative Session to discuss the Review of Clyde Street Subdivision Drainage Plan.
