DEPARTMENT OF ASSESSMENT BOARD OF LISTERS
The 1998 year went smoothly for the Board of Listers and Department of Assessment.
Three hundred ninety-nine(399) Change of Appraisal notices were mailed to taxpayers in
June, which resulted in an initial grand list increase of $10,641,532. Eighty-nine(89)
grievances resulted in a .002 percent decrease to $9,963,073. The First Vermont Bank,
a 1997 grievance, is still awaiting a hearing in Superior Court. Four appeals to the State
Appeal Board in 1998, are awaiting decisions or hearings.
The 1998 equalization study shows that Bennington's ratio is 96.34 percent of market
value and North Bennington is 97.68 percent. The 1997 study indicated Bennington's ratio
at 97 percent and North Bennington at 97 percent, also.
The Board of Listers has determined that an "ongoing reappraisal' would be cost effective
and benefit Bennington. Plans are in the works to begin a 3-5 year "rolling appraisal"
beginning in 1999. A data collector will inspect a portion of the Town each year.
