Town of Bennington 1998 Annual Report


SUPERFUND

On November 11, 1998, the cap and institutional controls were completed. The Town's leachate collection system had been in test operation for more than six months. With a few adjustments over the next month, it, too, was completed.

During the coming year, the cap will be monitored by the contractor for stability and effectiveness.

The Town's final oversight payment to EPA will be made this year. Henceforth, the Town's responsibility will be to monitor and maintain the cap and passive gas system, operate the leachate collection system and report its findings to EPA for as much as the next thirty years.

The need to operate the leachate system will be reviewed at five year intervals.

Our annual expense is estimated to range from $60,000 to $80,000 provided all things remain stable.

EPA and the State will perform all groundwater monitoring at no cost to the Town.

The Town continues litigation against two insurance companies to recover its costs. Since 1991 we have spent 1.2 million. We have recovered $275,000 from one insurance company and received 500,000 in support from the State.
